i'm sure that somewhere within dod there exists a group you can consider competent and efficient but having worked in several places i have rarely seen it. gresham's law, "the bad drives out the good" applies to many aspects of life, and in dod personnel policies. apparently the military uses the, "fill the trenches" approach to a strong defense. sorry, general, this doesn't work. all you get is a lot of noise with only attention getters at the core.
a lean organization is my recommendation (although easier said than done). i know we must support the incompetent and business interests - then put them someplace else.
