retail employment has been reported as being down. what a surprise. its obvious to anyone who goes shopping that you cannot get service in a retail store. you look up and down your aisle. there's no one there. you go to checkout and the line is ten deep. the cashier cannot find the price ticket on the item he is handling. you walk out of the store. you don't need the widget anyway.

on the other hand if you walk into a DOD establishment you can find most of the civilian employees socializing, gossiping, doing crossword puzzles, on break, in the rest room, selling a product, in the parking lot looking at a car, playing computer games, pretending to work, and the delusional who believe they are doing something. the general is a great believer in filling the trenches. fill the trenches and there will emerge a "sergeant york", who will win for you. yea! and the employees are a necessary cover for contaractor's waste, fraud , and abuse.
