you may think from my comments that defense department managers are a bunch of egocentric nitwit jerks;  not so.  they are highly trained in some of the most up to date, state of the art management methods. 

for example:

broadbrushbigpicture mode.  incorporates all the important characteristics of never completing a job and never making a mistake.

zeitgeistfournication technique.  laying out your problem may be initially difficult but you can wear it down if you continue to go at it.

the brzyzyzyzyzki doctrine. its never poland's fault.

kriegspielenkunnilingus method. yes, a mouthful, but it can be licked.
